摘　　要：在统计分析了近十年安全事故起数和死亡人数的基础上,结合国外经验得出我国安全事故进入下降期的结论,但是安全形势依然严峻,用事故树分析法得出管理缺陷是安全事故不断的关键原因。文章从政府、企业、员工三个角度分析管理缺陷存在的主要问题,并且针对性地提出了解决问题的措施。Based on the Statistical analysis of the number of accidents and deaths in the past decade, combined with the foreign experience, this paper came to the conclusion that safety accidents in our country have setpped into the decline stage, but the security situation is still severe. By using accident fault tree analysis, conclusion showed that management defect was the key reason for the safety accidents. This article analysed the main problems of man- agement deficiencies from the angles of government, enterprises, employees and put forward targeted measures to solve the problem.
