美军“志愿联合海运协议”的发展及启示

摘　　要：美军“志愿联合海运协议”诞生在海湾战争过程中，经过随后几次局部战争的检验，逐渐成为美军利用民用船舶实施后勤补给的主要手段。介绍美军志愿联合海运“协议”的产生背景与发展历程，对其主要内容、实施办法和特点进行阐述，并结合我国实际，对制定我军利用民用船舶实施海上军事运输的政策和规定提出建议。The US military＇s ＂Voluntary Intermodal Sealift Agreement＂ was born in the Gulf War. After the evaluations in several local wars, it became the primary means for US forces to implement logistic supply by civilian ships. Firstly, this pa- per introduced the voluntary intermodal sealift agreement background and development process;then described the main content, implementation approach and characteristics; finally, combined with the reality of our country, this paper provided suggestions to policies and regulations for military maritime transport by using civilian ships.
