关于高速铁路人因安全保障体系的研究

摘　　要：为保障高速铁路的运营安全,从人员规范、领导行为、组织管理、设备、环境、安全文化和反馈体系等方面,分析高速铁路的安全特征与人因安全的内涵,提出高速铁路人因安全保障体系构建方法,进而分析高速铁路人因安全保障体系的结构与内容,以及人因安全保障体系的技术流程与关键环节,将人的可靠性分析应用到高速铁路安全体系中,为高速铁路安全管理提供决策支持。In order to ensure operation safety of high-speed railways,this paper analyzes the contents of safety characteristics and human-factor security of high-speed railways from the aspects of personnel standard,leader activities,organization management,equipments,environment,security culture and feedback system,etc.,puts forward the establishment method of humanfactor security guarantee system of high-speed railways,then analyzes the structure and contents of the system as well as the technical flow and key link of the system.The paper puts forward that application of the human reliability analysis on high-speed railway security system could provide decision support for high-speed railway safety management.
