摘　　要：我国农村土地使用制度,是在经历了三次较大规模调整的基础上形成的,每一次改革都对经济社会产生了巨大影响。现行农村土地使用制度中存在的土地产权模糊不清、土地流转缺乏规范、土地保护有法不依等问题,严重制约着农业生产力的进一步发展。土地使用制度不仅关系到农民的切身利益,也关系到社会的安定与和谐。China＇s rural land use system is formed on the basis of three large-scale adjustments, every reform has a tremendous impact on the economy and society. There exist many problems in the current rural land use system, such as obscure land property rights, lack of standardized land transfer, the land protection failure to abide by the law and other issues, seriously restrict the further development of agricultural productivity. The land-use system is not only related to the vital interests of the farmers, but also related to social stability and harmony.
