我国矿产资源综合利用现状分析及对策建议

摘　　要：矿产资源综合利用对于提高矿产资源综合利用效率、保障我国矿产资源安全供应具有重要的理论指导和实践操作意义。我国矿产资源综合利用的瓶颈约束:矿产资源综合利用基础工作薄弱,缺乏数据支撑;矿产资源综合利用水平有所提高,但存在不均衡现象;尾矿综合利用技术攻关投入不足,综合利用水平较低;国家对矿产资源浪费成本的摊销力度不够。对策建议:⑴加强矿产资源综合利用法律法规体系建设;⑵加强矿产资源综合利用管理体制建设;⑶建立和完善矿产资源综合开发利用标准体系;⑷推进矿产资源综合利用科技进步与创新;⑸建立严格的矿产资源监督机制;⑹健全矿产资源综合利用的激励机制。The multipurpose utilization of mineral resources has important theoretical guidance and practical significance for improving resources utilization efficiency and ensuring the safety of China＇s mineral resources supply. This paper first analyses the bottleneck constraints of the multipurpose utilization of mineral resources, these are： the foundation work is weak; and there is no enough data support. Although the utilization level has improved, there are still many unbalanced phenomenon. The investment in technology research on tailings comprehensive utilization is insufficiency, so the utilization level is low. The government has no powerful measures for amortizing the cost of mineral resources waste. On account of this, this paper proposes that both the construction of the multipurpose utilization of mineral resources laws ＆ regulations and management system must be strengthened. At the same time, standard system with regard to mineral resources comprehensive exploitation and utilization should be established and improved. The development and innovation of science and technology should be promoted. In addition, strict monitoring mechanisms and incentive mechanism should be established and improved.
