摘　　要：本文阐释和分析以冯·凯特勒为代表的19世纪德国天主教社会训导理论面对当时作为生存问题的"社会问题"时所作的理论表述及解决方案。This article interprets and analyzes the theoretical statement and solution program made by German Catholic Social Teaching Theory in 19th century represented by von Ketteler facing 'social issues' as survival problems at that time.
