高校医疗保健机构基本任务的思考与实践

摘　　要：高校医疗保健结构是社会医疗保健资源的重要组成部分,但因其职能的特殊性,功能定位显得尤为重要。本文通过高校医院自身的实践与发展,对高校医疗机构的基本任务进行了新的诠释,认为高校医疗机构的任务主要包括公共卫生和基本医疗服务。公共卫生服务重点内容为传染病防控、健康干预和健康教育等。基本医疗服务包含常见病诊疗、开设专家门诊、建立三级医院转诊体系、建设特色专科和校内急救服务等。根据功能定位及其任务,进行了有益的探索与实践,并提出了今后的发展思路。Medical and healthcare institutions in universities are important component parts of social medicare resource,and the function orientation is particularly important due to specificity of its functions.This paper gives a new interpretation of basic tasks of medical and healthcare institutions in universities by illustrating practice and development in university hospitals,and it considers that tasks of medical institutions in universities mainly include public health and basic medical service.Public health service focuses on prevention and control of infectious diseases,health intervention and health education and the like.Basic medical service includes diagnosis and treatment of common diseases,supply of expert outpatient,establishment of patient transferring system in tertiary hospitals and creation of characteristic special subject and emergency service within the campus.This paper has discussions and practice according to its function orientation and tasks in an useful way,and it also puts forward some development thoughts in the future.
