公共科技管理制度:从新古典范式走向演化范式

摘　　要：自主创新作为一种国家发展战略,备受理论界和实践界的关注。实现自主创新需要相适应的制度保障和国家作用。然而,建立在新古典范式基础上的、以弥补市场失灵和实现科技资源的有效配置为目的的公共科技管理制度,并不能很好地为实现自主创新战略提供有益的指导。基于此,本文在演化范式下重新界定了公共科技管理的内涵,通过对新古典范式下的公共科技管理制度的分析,提出了公共科技管理制度的新范式,即一种以演化经济学为基础、以自主创新为导向的公共科技管理制度,并对其优越性进行了论证,以期为我国实现自主创新战略提供有意义的启示。Independent innovation, as a national development strategy, has attracted the attention of academic world and practical world. Realizing independent innovation needs the guarantee of related institution and the support of the national government. However, the management institution of public science and technology based on neo-classical paradigm and aiming for making up for market failure and realizing the effective configuration of scientific and technological resources, can＇t provide a beneficial guide for achieving independent innovation. Based on this, this paper redefines the management of pubic science and technology, puts forward a new paradigm of its which based on evolutionary economics and oriented to independent innovation, and demonstrates its superiority so as to provide meaningful inspiration for realizing independent innovation strategy of our country.innovation
