摘　　要：严格责任原则在图书超期罚款适用中具有正当性,但考虑到图书馆和读者的特殊性,其在实际使用过程中不应被过分强调。图书馆应在采用严格责任原则的前提下,构建对供需双方都有益的制度框架,以期促进图书馆与读者的和谐关系。The strict responsibility principle has validity in book overdue fines, because of the particularity of libraries and users,it should not be overemphasized in the process of actual using. Under the premise of the strict responsibility principle, libraries should construct the system framework that are beneficial for both supply and demand, in order to promote the harmony relationship between libraries and readers.
