摘 要:县市科技进步水平的监测评价是当前学术界研究的一个热点。为更好地描述县市科技进步持续改进动态过程,对广东省县市科技进步进行定量评价,构建县市科技进步评价指标体系和能力成熟度评级模型。结果表明,2011年广东县市科技进步水平与2009年相比显著提升,整体处于较高水平,但仍存在科技管理部门职能有待增强、科技投入力度有待加大、各级党委政府对科技工作的重视程度有待提高等问题,并提出相关政策建议。Monitoring and evaluation of scientific and technological progress in counties is a hot topic in academic re- search. In order to better characterize the dynamic process of continuous improvement, this paper constructed evaluation in- dex system of technological progress in counties and the capability maturity model, using quantitative methods evaluated sci- entific and technological progress in counties of Guangdong Province. The results showed that, scientific and technological progress in counties of Guangdong has been significantly improved. However, problems still exist dictation. For example, science and technology management department functions should be enhanced; scientific and technological input to be in- creased. Finally, the paper proposes policy recommendations.
