农业高校完善横向科研项目管理的思考

摘　　要：随着创新型国家战略的深入推进,农业高校承担的横向科研项目越来越多、涉及内容越来越广,与此相应,对农业高校横向科研项目管理提出了更高的要求。在分析农业高校横向科研项目的发展新动向的基础上,从宏观层面提出树立横向科研与纵向科研同等重要、界清横向科研项目的对象两个认识问题以及建立"横向科研项目全程管理"、建立科学合理的横向科研项目经费管理以及构建符合横向科研项目管理要求的管理平台等管理制度。With the deepening of strategy of innovation oriented country, agricultural universities have more and more horizontal projects which involve extensive content, which puts forward new requirements for the horizontal project management of agricultural universities. Based on the analysis of the development of agricultural universities horizontal project, this pa- per puts forward clearly the understanding of ＂horizontal project and longitudinal project are equally important＂, proposes the establishment of ＂horizontal project management＂ system, establishes a scientific and reasonable funds management system of horizontal project, bounds clearly the object of horizontal project and structures the management system which meets the requirement to horizontal project.
