摘 要:科技计划是政府资助科技创新活动的基本形式。当前我国科技计划专利管理工作面临着应采取何种政策导向,对计划所产出专利的质量应如何评价的问题。根据当前我国科技发展所处的阶段和发展策略,科技计划的专利管理应采取数量与质量并举,着重强调提升专利质量的政策导向;应根据国家科技计划及重大专项设立的宗旨和目标综合考虑专利的技术水平、创新性、技术影响力和商业价值等因素对计划专利产出的质量进行评价。Science & technology program is the basic form of government organization of science and technology innovation activity. The current patent management work of the science & technology program is faced with two important problems, such as what kind of policy - oriented should be done and how to evaluate the quality of patent output of S&T program. Ac- cording to the current development stage and strategy of Chinese science and technology, the patent management of S&T program should increase patent quantity and improve patent quality, and lay heavy stress on the improvement of patent qual- ity. When the science & technology administrative department evaluates the patent quality, it should comprehensively take the technical level, innovation and commercial value into account according to the objectives of the national science and technology programs and major projects.
