摘  要:通过分析云计算等新兴信息技术发展特点、水务(水利)行业发展特色、水务(水利)信息化建设现状,针对水务(水利)信息化发展中遇到的问题,以基于水务公共信息平台的上海市水资源监控能力建设为基础,研究新技术激发需求、实现创新应用的方法路径,尝试提出由行政层级统筹电子政务基础设施云服务、由成熟业务引领平台云服务、由个性化需求引导软件云服务的"智慧水网"总体框架顶层设计之思考,探索与水务(水利)电子政务发展相适应的战略步骤,以期指导"智慧水网"水务信息化的分步分层建设。By analyzing development characteristic of emerging information technologies such as cloud computing and water resources industry, water resources informatization construction situation, in view of the problems met in water resources inforrnatization development, based on water resources monitoring capability in Shanghai which is on the strength of water public information platform, the paper studies demands of new technologies and the path of realizing innovation application. It tries to put forward the think that e-government infrastructure cloud services by administrative level as a whole, platform cloud services led by the mature business, "smart grid" overall framework top-level design guided by individual needs. It explores the strategic steps appropriating to water resources e-govemment development in order to guide the step-by-step stratified construction of "smart grid" water resources information.
