摘 要:针对当前防汛三维平台系统中存在的多源异构信息集成困难、运行速度慢、展现效果差等问题,将GIS技术和面向服务的软件集成技术引入到了浙江省防洪减灾系统建设的实际应用中,设计开发了为防汛决策服务的三维GIS平台。提出了防洪三维GIS平台的建设框架,给出了详实的技术路线,深入解析了平台的各项关键技术,解决了防汛三维可视化平台的构建、海量数据在三维平台的快速发布、业务应用与三维GIS功能的集成等问题,为建立类似的防灾减灾系统提供了参考,也为GIS技术在自然灾害防御中的应用提供了一个范例。In view of the problem existing in the current three-dimensional flood control platform, such as difficulty in integration of different information sources, lower operation efficiency and poor visualization effects, in this paper, the technique of integrating GIS and service-oriented software was introduced into the practical construction of the flood prevention and mitigation system in Zhejiang Province, and a three-dimensional GIS platform for flood control decision was designed and developed. The framework of the platform was proposed and the technical route, especially some key technologies, including the construction of flood control and visualization platform, timely release of huge amounts of data in three-dimensional platform, and the integration of 3D GIS functions, was described in detail. The work done in this paper provides a reference to the establishment of the similar disaster prevention and mitigation system, which also serves as an example of the application of GIS technology in the defense of the natural disasters.
