摘　　要：粮食安全问题既是一个经济问题,也是一个社会问题、政治问题。在建设现代化大农业的背景下,黑龙江垦区承载了我国粮食安全的重任,土地制度在垦区发展中具有保驾护航的作用。现行黑龙江垦区土地的法律制度层级较低、数量较少,而且缺乏针对性。结合垦区的实际情况,从立法理念的重新确立到具体制度的重新构建是解决相关问题的必然要求。The food security is not only an economic problem but also a social and political problem. Under the background of the construction of modem large - scale agriculture, Heilongjiang Land-Reclamation Area undertakes the task of food security, and land system plays an important and special role in the process of regional develop- ment. However, the level of the land system is low and not enough. Based on the actual situation, it is necessary for solving the question from the aspects of re-establishment of the legislative concept and the re-construction of the specific system.
