摘　　要：政府投入既不是维护公立医院公益性的充分条件,也不是必要条件。深入分析公立医院公益性所呈现的层次性的具体内容,才能提出有效的策略。建立新的体制机制,改变医生的过度医疗行为,促使医生为病人利益设计低成本的治疗方案,是实现公立医院公益性的根本途径。The input of government is neither sufficient nor essential condition of maintaining public welfare of public hospitals. The content of public welfares hierarchy in public hospitals need to be deeply analyzed to propose effective strategies. To realize the public welfare of public hospitals, it needs to set up new system and mechanisms, change the over treatment of doctors and urge doctors devise low-cost therapeutic schedule for the patients＇ profits.
