摘　　要：根据对国外高校图书馆社会开放的调查,总结其在法律制度、服务观念、服务用户、服务内容、服务人员等方面的做法与特点,提出出台法律制度、成立实施委员会、强化开放服务意识、延长开放时间、招募多类型员工、细分用户和丰富服务手段等措施,供国内同行借鉴。Based on the survey on social opening in the foreign university libraries, the paper summarizes the features and the practice in terms of the legal system, the concept of service, service users, service content, service personnel and other aspects , and then proposes the references and suggestions, including building appropriate laws, establishing the implementation committee, strengthening an open service awareness, extending the opening hours, recruiting multiple types of employees, subdividing service users and enriching the means of services.
