摘  要:针对风电并网后可能造成的备用转移问题,为兼顾市场公平性提出一种备用容量分配优化决策方法。计及风功率及负荷误差并考虑备用的节煤效益和系统网损因素,以折算煤耗和机组煤耗作为综合煤耗,推导并引入机组备用调度一致性约束,构建风电接入后的系统最优备用分配模型。定义备用有效调整率、时段有效调用率和备用预警指标,比较计入备用调度一致性约束前后的系统网损和综合煤耗、火电机组出力调整次数和实际有效率,分析不同风电比例场景下备用安全和算法性能。以IEEE-RTS24系统为算例,验证了所述算法在解决机组间备用转移、减少机组调整次数、提高机组出力调节有效率和保证市场公平性上的有效性,为调度员灵活调度提供了参考。To solve the problem of reserve transfer caused by the wind power, a novel optimization method of reserve capacity allocation is proposed with market fairness being considered. It takes into account of unavoidable wind power and load forecasting error as well as significant economic issues, such as coal saving benefit and power grid loss factor. An integrated term including coal consumption is built as objective function. A set of consistency constraints of reserve capacity are derived and integrated into a nonlinear dynamic optimization model. A series of performance indices such as effective adjustment rate, dispatchable level and warning indicator are established to illustrate the feasibility and efficiency of the algorithm by comparing the pre-defined system scenarios with and without consistency constraints. IEEE-RTS24 system is used as numerical cases to demonstrate that the algorithm has satisfactory performance in reducing reserve uncertainty and dispatch frequency, and improving operation conditions, market fairness and availability of decision support for dispatchers.
