摘　　要：尽管美国长期没有明确的全国性文化政策,但这并不意味没有其他政策对文化艺术产生作用。在尝试实践全国性文化政策之前,一系列的政策诸如版权政策、税收政策、就业政策以及外交政策相继对文化艺术产生重要的间接影响,进而推动一项全国性文化政策的形成。Despite the fact that there is no clear national cultural policy in the United States, it does not mean that there are no other policies which indirectly influence on the culture and art. Before trying to practice national culture policy, a series of indirect policies such as copyright policy, tax policy, employment policy and foreign policy have significantly influenced its culture and art, thus promoting the formation of a national cultural policy.
