摘　　要：该研究结合国内外研究成果,提出了一套科学的医疗保障水平测定方法;提出了参合农民的医疗保障水平适宜性标准,对提升参合农民医疗保障水平提出了建议。With the stronger voice of improving health insurance level, the paper creates a scientific method to meas- ure the health insurance level. The paper gives the suitability criterion of health insurance level, and provides some pieces of suggesstion to improve health insurance level.
