摘　　要：建立在民主与法治基础上的公平正义是社会主义制度的首要价值,是社会主义和谐社会的主要特征之一。弱势群体的生存状况以及对其关爱、保护的程度已经成为考量以人为本理念是否具有真实性和人权保护水准高低的重要标尺。弱势群体社会权益是一个有机整体,既要从经济权益上关心和保护他们,更需要从政治权益、文化权益、生态权益等方面全面系统地保护他们。具体应通过实行制度创新、建立畅通的弱势群体利益表达机制、注意从整体上保护等保障弱势群体的各项社会权益。Fairness and justice based on democracy and the rule of law is the first value of socialist system,and it is one of the major characteristics of socialism as well as harmonious society.Living conditions of vulnerable groups and the degree of care as well as protection to them have become an important yardstick in examining whether the people-oriented idea has authenticity and the standards of human rights protection.The social rights and interests of vulnerable groups are an organic whole.Care and protection for their economic rights and interests,political rights and interests,cultural rights and interests,and ecological rights and interests is needed.Measures like innovation in system,building an expression mechanism of vulnerable groups＇ benefits,protecting vulnerable groups＇ various social rights and interests on a whole can be taken.
