摘　　要：通过对农业改革和开放导致农业发展的机理以及新阶段农业发展的目标特征、主体特征、手段特征、方式特征、机制特征、道路特征予以揭示,对新阶段农业改革、开放和发展存在的问题加以分析,在农业改革、开放和发展之间的逻辑关系的基础之上,提出新阶段推进系统性、针对性和战略性农业改革,扩大农业有序开放,从而化解农业发展的资源紧约束,解决新阶段农业发展中"两偏高、十偏低"问题的对策建议。By demonstrating the mechanism of promoting agricultural development through reform and opening up,revealing agricultural development goals,subjects,means,methods,mechanisms and road characteristics and discussing problems of agricultural reform,opening up and development in the new stage,this paper puts forward suggestions and countermeasures for promotion of systematic,targeted and strategic agricultural reform,expansion of agricultural orderly opening,so as to resolve the resources constraints of agricultural development and to address 'two high and ten low problems'in the new stage of agricultural development.
