摘　　要：世界全球化、信息化的快速发展,中国的现代化、城市化以及社会的转型发展,网络等新兴媒体影响力的迅速扩大,群众对公共服务需求的增加,政府的转型及其公共服务事务职能的强化,以及社会公共事件的增加,使得公众对公共领导者的关注和期待也越来越多、越来越高。公共领导者如何有效地实施公共领导,满足社会发展和群众的期待与需要已经与国家、社会的发展紧密相联,已经开始彰显出其在社会发展和国家建设中独特的战略价值。在对战略领导深入分析的基础之上探讨战略领导力的维度,并基于公共性基础之上的公共领导,界定公共领导者战略领导力并构建起包含公共决策与执行、价值引导、危机应对、创新再造、组织文化保障等多维度的研究平台。With the rapid development of globalization,informationization,China’s modernization,urbanization and social transformation,the rapid expansion of influence of emerging media like network,the increasing demand for public services,the public call for leaders’attention and anticipation is on the rise.How for public leaders to effectively implement public leadership and meet the expectations and needs of social development and the masses has manifested its unique strategic value in social development and national construction.The key does not lie in the general emphasis on improving public leader’s leadership,but in improving their strategic leadership.On the basis of deep analysis of strategic leadership,this paper discusses the dimension of strategic leadership power and public leadership,defines strategic leadership power and constructs a multi dimensional research platform for public decision making and execution,value guidance,crisis response,innovation reengineering,organization of cultural security research platform.
