摘　　要：旧方志传统的整理和出版,长期处于影印或整理后纸质出版的模式中,难以兼顾旧方志的整理质量和版本学价值,极大限制了旧方志抢救工作的步伐。以"数字方志"概念为支撑,用新技术、新方法、新型出版物来建设一个涵盖旧方志的图像采集、数字资源管理、内容标引、按需出版、立体展示的集成业务系统,将旧方志文本与整理成果同时呈现给使用者,并以规范化、流程化、符合现代商业模式的运营手段来从事和开拓方志事业,可以提升旧方志整理、开发的总体水平,使海内外所藏的旧方志得到有效的抢救和利用。Traditional sorting and publishing of old local records for a long time stuck in the mode of photomechanical printing or paper publication after sorting,making it hard to put equal emphasis on the sorting quality and bibliographical value of old local records. This greatly restricted the pace of old local records rescue work. Based on the concept of 'digital local records',building with new technologies,new methods,and new publications an integrated operational system covering old local records image capturing,digital resources management,content indexing,on-demand publishing,and 3D display, presenting to end-users old local records texts and sorting results at the same time,and working on and developing the local records cause with standardized and streamlined operational techniques in keeping with modern business model,can improve the overall level of old local records sorting and development,making it possible for old local records in collection home and abroad to be effectively rescued and utilized.
