寿光市设施农用地管理的创新设计分析

摘　　要：目前中国设施农用地利用现状存在农民法律意识淡薄、制度不完善以及变相违法用地等问题，同时设施农业的发展使得设施农业用地量快速增加，也给耕地保护和设施农业的持续发展带来了挑战．因此，为适应现代农业发展需求，必须加强和完善设施农用地管理，坚持农地农用．笔者采用空间分析法和问卷调查等方法，在寿光市实证分析的基础上，总结中国设施农用地管理的现状和存在的问题，并提出相应的对策与建议．Currently, Chinese facilities agricultural land faced with some problems, like the farmers＇ weak legal consciousness, institutional defects and the illegal use of land, etc. The development of the facility agriculture makes the amount of facilities agricultural land increasing rapidly, which brings difficulties to the farmland protection and the sustainable development of the facility agriculture. Therefore, in order to adapt to the needs of modem agricultural development, we must strengthen and improve the facilities agricultural land management, and adhere to land use control. Using the space method and questionnaire method, the paper summarizes the current situation and problems of facilities agricultural land in China, and put up with the corresponding countermeasures and suggestions based on the empirical analysis of Shouguang City.
