摘 要:在考虑环境资源的约束下,本文基于方向性距离函数和Malmquist—Luenberger指数方法,利用我国制造业省际面板数据测算了环境技术效率值以及绿色全要素生产率水平,分别从静态和动态两个角度评价了2001—2010期间我国制造业年增长与环境协调性的状况。研究结果表明,从静态角度来看,目前我国制造业距离实现"又好又快"的发展的目标还有一定差距;同时发现,我国制造业年平均ETE呈正U型,2003年是拐点;中西部地区的制造业增长与环境协调性与东部地区相比差距明显。从动态角度来看,我国制造业年增长与环境正逐步趋于协调;江苏省制造业年增长与环境高度协调,而青海和宁夏两省区制造业年增长与环境很不协调;技术进步是近几年来我国实现经济增长与环境相协调的主要因素。Considering the environmental resource constraints,this paper uses inter-provincial panel data of Chinese manufacturing industry to estimate the environment technical efficiency and green total factor productivity levels,which based on the directional distance function and the ML index method.and it estimates the harmonious degree between growth and environment of Chinese manufacturing industry respectively from the static and dynamic angles from 2001 to 2010.The results show that,from a static perspective,Chinese manufacturing industry has some difficult to achieve the goal of "the better and faster";Chinese manufacturing industry annual average ETE is a positive U shape,and 2003 is the inflection point;Midwest manufacturing growth has lower harmonious degree than east.From a dynamic perspective,the year-on-year growth of Chinese manufacturing industry and the environment is gradually becoming more coordination;Manufacturing growth and the environment in Jiangsu Province have the highest harmonious degree;However,Qinghai and Ningxia provinces manufacturing growth and the environment have the lowest harmonious degree;Technological progress play a major role in the harmonious degree between growth and environment of Chinese manufacturing industry.
