摘  要:河道砂石既是河床的重要组成部分,又是具有经济价值的建筑材料。如何在满足河势稳定,以及防洪、通航、供水和水生态安全的条件下,使其产生最大经济效益,是河道采砂规划中关注的一个重要问题。分析了河道采砂规划期内采砂量和采砂强度的限制,包括开采总量、年度最小开采量、年度最大开采量和连续两年最大开采量的限制;讨论了河道砂石市场的可调控性,提出在实行河道采砂许可制度的环境下,应通过适当控制开采(供应)量来调控砂石的供应价格,并探讨了不同量价关系的特点。在此基础上,以河道砂石资源收益最大为目标函数,以采砂量满足河道安全为约束条件,分别构建了年度开采量和规划期内多年开采量的优化模型,并借助Lin go软件,求解了砂石供应量价呈线性关系时多年开采量的优化模型,取得满意结果,可供河道采砂规划相关人员参考。River sand is not only an important part of riverbed but also building material with economic value. It is of importance to maximize economic benefits in sand mining scheme based on the premise of river bank stability, as well as safeties of flood control, navigation, water supply, and water ecology. This paper analyzed the limitations of sand mining amount and intensity during the sand mining planning peri- od, including the total amount of sand mining, the minimum and the maximum annual amount of sand min- ing, and the maximum amount of sand mining within two consecutive years. Through exploring the regulat- ing capability of sand market, the authors put forward that the sand supply price should be regulated by controlling sand supply quantity appropriately under sand mining permission system, and discussed the char- acteristics of different quantity-price relationships of river sand. Optimal utilization models for annual min- ing amount and muhi-year minning amount during the planning period were developed respectively. The models took maximizing revenue of river sand as the target function with river safety as one constraint con- dition. Lastly, the corresponding models for multi-year minning amount with a linear relationship between sand quantity and price were solved with the help of Lingo. This study offers a reference for those who work on sand mining planning-related affairs.
