摘 要:水银行是调剂用水余缺、节约水交易成本、保障供水安全的一个有效工具。本文利用水银行的经济行为分析模型,以王圪堵水库供水区为例研究了10种模拟情境下的存水价格、贷水价格和方案特点,分析了不同方案下的水价情境。定量分析表明:对贷水市场利用边际贷水成本定价,存水价格按照农民的意愿定价,可实现贷水量越多水银行获得的总利润越高,是有利于实现存水者、贷水者及水银行三方共赢的适宜方案。Water bank is an effective tool to transfer water surplus and deficiency,save water transaction costs and protect the safety of water supply. Taking the Wanggedu reservoir as an example, this paper used a water bank economic behavior model to study water in prices, loan water price and program fea- tures in ten scenario simulations, and water price scenarios under different scenarios were studied. The re- suits show that among the ten scenario simulations, the marginal water loan cost used to price for water loan market and the water storage cost pricing in accordance with the farmers wishes could achieve the aim that the more the water loaned, the higher the profits for the banks. Thus, it is an appropriate control program for all three of water storage, water loan and water banks, which can provide guidance for the healthy development of water markets and efficient allocation of water resources.
