党政机关公文处理工作政策解读——基于五个新旧文本的分析(一)

摘　　要：文章运用比较研究方法 ,以公文处理工作的五个新旧政策文本为分析对象,围绕处理原则、公文文种、行文规则等三个不同视角,对当前公文处理工作的最新规范性文件《党政机关公文处理工作条例》等进行了政策解读,为广大文书工作者学习、领会与贯彻新的文件精神,纠正工作实际中的惯性思维提出了参考建议。With a comparative approach, this article interprets the policies in prescriptive documents like the new Regulations on the Handling of Official to as the new Regulations hereinafter） in an analysis Documents in Party and Government Organs（referred of five new and old policy documents concerning the handling of official documents from three perspectives including the principles of handling, categories of of- ficial documents, and rules of writing. And, this article is expected to offer readers suggestions as to how to learn, understand and practice the ideas in the new documents, and avoid inertial thinking when work- ing.
