海南特区产业发展的环境困境与激励性环境规制设计

摘　　要：推进经济快速发展是海南特区今后很长一段时期的重要任务。但是,在全国环境加速变化的背景下,海南特区保护生态环境与推进产业发展也存在诸多矛盾。如何在制定政策时做到二者兼而顾之,值得认真探讨。本文介绍了经济发展中遭遇到的环境困境问题,对协调环境与经济发展的环境规制理论进行了分析,在此基础上结合海南省经济发展现状,研究了激励型环境规制政策在经济发展和环境保护中的运用。To promote economic growth rapidly is an important task for the Hainan Special Zone in the future for a long period of time. However, there exist many contradictions for Hainan to promote the industrial development and to protect the environment at the same time. It is worthy of serious study how to do a combination of both issues in policy - making. This paper describes the environmental dilemma encountered in the process of economic development of Hainan, applied a theoretical analysis on the environmental regulations for the coordination between environmental protection and economic development, and finally studies the application of incentive regulation policies in Hainan＇ s economic development and environmental protection.
