摘  要:通过安全评估,建立企业、生产装置危险等级分布图,确定消防力量的配置;通过模拟计算,建立"站点个数"与"防控能力"关系图,从而确定应设立的消防站点个数;利用最优化方法原理,根据区域内道路、水源等情况,建立消防力量的优化配置模型,确定消防站位置。对某实际工业园区进行了该项规划,结果表明其实际应用效果很好,说明了方法的可行性。In order to make the fire-prevention station planning more scientific and effective,this paper is inclined to bring about our proposal on the improvement of such planning in densely distributed zones of petrochemical industry firms.First of all,a careful safety assessment should be done as the basis of such fire-fighting planning of intensive petrochemical industrial zone.For this purpose,we had made an intensive comparison among all kinds of safety assessment methods before we began to analyze the merits and demerits of the various evaluation methods likely to be adopted for our purpose.When assessing the proneness and severity of the likely accidents of Tianjin Lingang petrochemical industrial zone with the major flammable,explosive and toxic hazards assessment methods,we have worked out a safe and economic fire station distribution point method by picking up the drawbacks of the traditional fire station location planning and the conflicts among the different codes.Taking Tianjin Lingang petrochemical industry zone as our case study,we have solved the fire station distribution problem by way of setting up the distribution model and optimizing the coverage scheme in the production installations and facilities location theory.Through the comprehensive safety estimation,we have worked out the distributing scheme for the production and manufacturing firms in accordance with their respective risk-prone types,as well as the joint fire fighting capabilities reasonably.As a result of simulated computation,we have founded a comprehensive mutually related draft between "the number of fire stations" and "the power for fire-accident prevention",with the proposal to build up the needed number of fire-fighting stations accordingly.Based on the study of fire-extinguishing water supply theory and the safety assessment results,we have determinated the number of fire extinguishing agents under the most adverse fire extinguishing conditions,which are in a position to equip each fire station with enough fire fighting and r
