摘 要:从经济发展与交通运输的关系出发,站在农村公路发展满足新农村建设需求的角度,以新农村建设水平衡量农村公路发展的适应性,且衡量标准因新农村建设水平而异。根据不平衡发展理论确立交通运输发展要"适度超前"的原则,建立指标评价新农村建设和农村公路发展水平,以东部和西部发展水平作为分类标准,提出类比的农村公路发展适应性评判方法。通过评判河北省136个县农村公路的适应性,对各县市做了分类。以各项指标逐类分析农村公路发展问题,表现为"通"、"通和畅"和"运输服务水平"3个方面,为各县市明确下一步农村公路发展重点提供了决策支持。最后给出了本方法存在的缺陷及需要进一步研究的问题。According to the relation between economic development and transportation, from the perspective of the development of rural road meets the need of new rural construction, we evaluated the suitability of rural road development by the new rural construction level, and the criterion varies due to the new rural construction level, we set the principle that transport development should be " moderately advanced" according to the unbalanced growth theory, and evaluated the level of new rural construction and rural road by setting index system. After setting the levels of eastern and western regions as a measure of classification, we proposed the judging method of analogy on rural road development suitability. The 136 counties in Hebei Province are classified by calculating the suitability. The problems of each category on rural road development, analyzed by every indicators, are different in 3 aspects: accessibility, accessibility and mobility, as well as transport service. The results provide a decision support for next step rural road development priorities. Finally, we discussed the defects of the presented method and further research needed.
