摘　　要：为了能够在应急处置中有效利用应急预案,并解决应急处置流程构造中的不确定性,提出一种基于数字预案的应急处置流程构造方法。根据应急预案中包含的应急事件以及与处置相关的组织、规则和预定义的流程,给出了数字预案的定义。基于数字预案,在应急处置流程构造过程中为用户推荐应急响应级别和应急活动,形成一种以用户为中心、预案辅助决策的应急处置流程构造方法。结合应急处置的实例和相关工作,对方法进行了分析和评价。To make effective use of emergency plans in the process of emergency response, and to solve the uncertainty in the emergency response process construction, an approach was proposed to construct the emergency response process based on a digital plan. According to the emergency event and the relevant process of organizations, rules, and predefined, the definition of digital plans was given. Based on a digital plan, the emergency response level and e- mergency activities were recommended to users during the emergency response process construction. Thus, a user- centric decision making method for constructing the emergency response process was formulated. The method was an- alyzed and evaluated through an example of the emergency response and related works.
