摘　　要：分析了易凝高粘原油管道流动安全管理的重要性,指出管道流动安全管理是管道完整性管理的重要组成部分。在原油管道流动保障前期研究成果的基础上,以基于可靠性的流动安全评价为核心,以保证管道安全运行下经济节能输送为目的,建立了原油管道流动安全管理体系的业务流程和体系构架,论述了各业务流程的作业目的、执行程序及标准依据,给出了不同工况下原油管道的流动保障措施,为实现管道流动安全的可控管理提供了重要的技术手段。The importance of oil pipeline flow safety management is analyzed. It is pointed out that crude oil pipeline flow safety management is also an important part of the pipeline integrity management. On the basis of preliminary study results of the crude oil pipeline flow assurance, the reliability based flow safety evaluation as the core, for the purpose of ensuring pipelines economic energy transport under safe operation, the business processes and system structure of crude oil pipeline flow safety management system are established. The purposes, execution programs and standards for various business processes are introduced and the flow guarantee measures under various operating conditions for pipeline are put forward, providing important technical means to the controlled management of pipeline flow safety. （1 Table, 2 Figures, 6 References）
