摘 要:通过分析中国电力工业发展对电力系统安全稳定运行的新要求,从基本标准、规划设计、运行控制、网源协调、仿真建模等5个方面阐释中国现行电力系统安全稳定相关标准存在的不足,指出未来的发展方向,提出应在以下几个方面进行深入研究:完善电力系统安全稳定的评价标准,指导中国电网的规划设计和安全稳定运行;深化电网规划设计相关规定的内容,为电力系统规划设计中安全性和经济性的平衡提供标准化的评价方法;不断完善运行控制标准,增加运行控制措施的可靠性和灵活性;完善网源协调的标准体系,加强电源控制保护系统与电网的协调性;推动精细化仿真模拟的标准化工作,进一步发挥仿真分析在电力系统安全稳定工作中的作用。The new requirements for power system security and stability of China's power industry were analyzed. In terms of basic standards, planning and design, operational control, generator-grid coordination, and simulation modeling, the shortcomings of power system security and stability standards were illustrated, and the future direction of development was pointed out. In the end, the in-depth study requirement was put forward, focusing on the following aspects: the evaluation criteria of power system security and stability should be improved to guide China's power grid planning and operation; grid planning and design should be optimized to provide a standardized evaluation method for the safety and economy balance of power system planning; the operation control standards should be constantly improved to increase the reliability and flexibility of operation control measures; generator-grid coordination standards should be upgraded to strengthen the harmonization of the generator control and protection system and the grid; and the standardization of the fine simulation should be promoted to further develop the role of simulation analysis in the research of power system security and stability.
