摘　　要：新《出入境管理法》的实施对于改进公安出入境管理工作,维护国家主权、安全和利益具有重大而深远的意义。在复杂多变的社会环境下,公安机关出入境管理部门不仅要树立服务理念,最大限度地保证正常人员合法的出入境权利,而且要严格依法强化出入境管制手段,注意发现和阻止危害国家安全人员出入国境,维护好国家安全和社会稳定。The implementation of the new Law on Aliens＇ Exit and Entry Administration is significant to the improvement of the aliens＇ exit and entry administration or protection of the national sovereignty,safety and interests.In the complicated and changeable social environment,the aliens＇ exit and entry administrative departments should have service notion,extremely ensure the legal rights of people to exit and enter the border,reinforce the immigration control methods by law and try to discover any person dangerous to the national safety to cross the border so as to maintain the national security and social stability.
