摘　　要：本文重点探讨了社会资本在台湾高铁建设中的重要性。讨论了台湾高铁的运营模式及台湾当局在BOT模式实践、土地开发利用方面给予高铁运营公司的支持和优惠政策,总结了台湾高速铁路吸纳社会资本投资高铁基础设施的经验及启示。This paper firstly analyses the background of the construction of HSR in Taiwan and the reality of its operating. Then we discuss how the BOT mode worked in the project. This paper emphasizes the impor- tance of social capital in the construction of HSR from Taipei to Kaohsiung. We also investigate the operating mode of THSR and government policies during the practice of BOT like the tax preference and land subsidies etc. Studying the practice and experience of absorbing social capital to infrastructure like HSR in Taiwan are the best for other areas in China to learn.
