摘　　要：针对能源城市,在对现有投资环境评价方法进行适应性分析的基础上,全面梳理相关影响因素,按照系统性、因果相关性、可比性、特色突出性、可操作性的原则,选取稳定因素、活跃因素、动力因素等3个一级指标及若干二、三级指标,组成能源城市投资环境评价指标体系,创建了较为系统的"综合因素"投资环境评价指标体系,期望对改善能源城市投资环境、促进能源城市经济发展方式转变有所借鉴.The paper begins with the analysis of the adaptability of the current appraisal methods of the investment environment in energy cities,followed by a comprehensive discussion of the related influencing factors,among which the stabilizing factor,active factor and kinetic factor are selected as the 3first-level indexes according to the principles of systematicness,causal correlation,comparability,prominent features and operationality.The 3first-level indexes and several second-and third-level indexes composite a systematic and comprehensive assessment index system of the investment climate in energy cities.The study is expected to be a reference for the improvencent of the investment environment and the promotion of the transition of the regional economy.
