摘 要:为有效解决城市区域间视频监控点位布局各自为战、疏密不均、标准不一等问题,实现监控点位布局"统一规划、分步实施、集约管理、资源共享",发挥监控系统效能最大化的总体目标,亟需对城市范围内视频监控系统监控点位科学精准规划。本文介绍了基于GIS开发的,全市统一的视频监控点位规划系统,体现了综合运用现代科技手段与人工辅助干预相结合的方法,并据此开发规划软件,完成对大型城市视频监控点位布局的精准规划,为各级政府投资及指导不同单位、不同区域开展视频监控系统建设提供可视化依据。To effectively solve the problem of conflicts, uneven density, different standards and other issues in video monitor point layout in urban areas, and to achieve the "unified planning, step by step, intensive management, resource sharing", and to achieve the overall objective of maximize the effectiveness of the monitoring system, we need to do scientific precision planning on the urban-wide video monitor point in the system. This article describes the GIS-based video monitor point planning system of the city, which reflects the integrated use of modern means of science and technology, and the artificial intervention. A planning software is developed, in order to complete the precise planning on layout of large urban video monitor point, and finally provide a visual basis for government investment at all levels, and to guide the different units, different regions to begin the construction of video monitor system.
