摘　　要：本文以新兴市场国家南非为例,研究反映其标准、技术法规、合格评定程序等动态的通告文件:WTOTBT/SPS通报的动态发展趋势及特点,并提出合理建议和对策,以期延缓、降低乃至消除这些技术性贸易措施对我国外贸造成的损失,最大限度地保护我国经济利益和出口企业利益,并为出口企业提出相关对策建议。According to the investigation on WTO TBT/SPS bulletin resources of South Africa in world trade organization website, we try to analyze the characters and the present construction situation of the TBT/SPS bulletin resources, which reflect the dynamic changes of the standards, technical regulations and conformity assessment procedure, etc. And we advise some suggestions and countermeasures. Thus, we can delay, reduce or even eliminate our country foreign trade damage caused by these technical trade measures. And at the same time we can maximum protect our economic interests and the interests of the enterprise. This paper puts forward relevant
