摘　　要：随着北极地区的"态势变迁"以及对北极问题认识的变化,奥巴马政府的北极政策较之以往存有"连续性"的同时,也发生了较大的变革。美国2013年5月颁布的《北极地区国家战略》集中体现了奥巴马政府的北极战略理念和思路。美国在北极地区的国家安全利益与能力建设、北极地区的资源开发和环境保护以及通过国际合作重振美国在北极地区的领导地位成为美国北极战略的优先事项。在北极地区变化加速的背景下,奥巴马政府未来的北极政策将为美国在2015年担任北极理事会轮值主席国进行准备,北极问题在奥巴马政府议程中的地位和重要性将更加凸显。With the'situation changes'in the Arctic region and the shift of understanding of the Arctic issue by the Obama administration,there are continuities and more changes in the Obama administration's Arctic policy as compared with that of previous administrations.The National Strategy of Arctic Region issued in May 2013is the manifestation of the Obama administration's Arctic policy.National interests and Arctic capacity building,Arctic resource exploitation and environmental protection,and resurrection of America's leadership in Arctic affairs through international cooperation are among the top priorities in the Obama administration's Arctic policy.With the acceleration of changes in the Arctic region,the Obama administration is preparing for the American chairmanship of the Arctic Council in 2015,and the priorities and importance of Arctic issues will be more outstanding on the Obama administration's agenda.
