新疆高校奖助学金情况的调查分析

摘　　要：近些年国家不断加大对新疆的教育投入力度,尤其是奖助学金的投入,奖助学金投入的总额和覆盖面不断增大,这项民生政策大大减轻了贫困家庭的教育负担。本文通过对新疆六所高校奖助学金的问卷及访谈调研发现,奖助学金在整个评定、发放、使用过程中还存在"奖优助贫"功能体现不充分、助学金的评选标准较低、评选机制不严密、奖助学金的育人功能得不到充分体现及奖助学金发放使用的全过程监督机制还不完善等问题。为此,本文提出应"扩奖固助"并设计合理的奖助比例、建立合理的评定体系和奖助学金的全流程监管体系、对贫困学生进行双重救助等对策建议。Abstract：In recent years, China has continued to increase education investment in Xinjiang, especially the grants investment, the total amount of grants investment and the growing coverage, and this people＇ s livelihood policy greatly eases the poor family＇ s burden of education. Through questionnaires and interviews of the scholarships and grants of six universities in Xinjiang, it is found that there are still such problems as the ＂awarding excellent performance and supporting the neediest cases＂ function being not fully reflected, comparatively lower selection criteria, loose selection mechanism, the educating function being not fully re- fleeted and the imperfect supervision mechanism in the process of evaluation, awarding and use of scholarship arid grants. There- fore, this paper advances that a reasonable award proportion should be designed; a rational evaluation system and supervision sys- tem should be established and double aid should be offered to poor students.
