从政策扶持到政府蔽荫:过程、原因及其危害——基于中国轿车产业的探索性研究

摘　　要：论文主要目的是探讨政策扶持如何转化为政府蔽荫。论文采用定性与定量相结合的方法,首先形成并定义政府蔽荫这个构念,再在政府蔽荫视角下,探讨政策扶持转化为政府蔽荫的过程与原因,研究其激励机制,揭示政府蔽荫与汽车自主品牌缺失等危害的关系。论文的主要结论是,政策扶持在转轨经济过程中部分蜕变成为受扶持企业的垄断资源,导致有损国民福利的企业寻租行为,因此政府要慎用政策扶持。论文对政府如何进行政策扶持、规避寻租提出产业政策建议。The main purpose of this paper is to explore how the government policy support change into the governmental shadow. Adopting a combined method of qualitative and quantitative, this thesis forms and defines a concept： Governmental Shadow. Taking advantage of the Governmental Shadow perspective ,this thesis reviews the process and discusses the reason of policy support change into the governmental shadow, researches its incentive mechanisms, reveals the relation between the gov- ernmental shadow and the hazards such as lack of autonomous brand. The main conclusion is ： in the process of economics tran- sition, partial policy support changed into the monopoly resources of the supported enterprises, lead to rent-seeking behavior that damage the national welfare, so the government must use policy support with caution. This paper also offers proposal on the government how to avoid rent-seeking and to carry on its policy support.
