摘　　要：国内高等教育咨询机构主要集中于政府与高校之间,机构的布局单一导致高等教育宏观管理的决策有失科学化。随着高等教育的国际化和市场化趋势,完善高等教育咨询机构的布局不仅有利于高校制定科学的决策,还有利于协调高校与政府之间的关系,以及现代大学制度的建设。高等教育咨询机构的合理布局主要从政府与高校、国内外高校、高校与院系、高校与社会之间布局,从而实现多层次、全方位、立体化的科学决策。Domestic higher education advisory body is instituted and operated between government and tertiary institutions and its mono-layout has caused the lack of scientific decision-making in the macro-management of higher education.With the internationalization and marketization of higher education,the improvement of the layout of the higher education advisory body for scientific decision-making is not only beneficial to the wise tertiary institutional decision-making,but also helps to smooth the relation with governments and improve the whole university construction.Such a rational layout perfection is conducted between government and universities,domestic and foreign universities,university administration and its subordinate departments,and university and its social surroundings,for the purpose of realizing a multi-dimensional,all-positional scientific decision-making.
