摘　　要：随着改革开放的不断深入,特别是全球化和信息化浪潮的冲击,中国社会转型的步伐不断加快,随即引发了社会体制、社会结构和社会形态的转型与变迁。这一系列变化对处于社会治理前沿的中国行政管理带来了前所未有的压力和挑战。受社会转型的影响,中国行政的系统性与交互性不断增强,新兴的监管领域和行政问题大量涌现。再加上公民的觉醒、成熟和参议行政的诉求不断上升,中国的行政环境日趋复杂。传统的行政体制已经无法适应当代社会发展的要求。在此背景下,中国公共行政需要尽快适应社会变化的趋势,加快体制机制的改革,通过新型行政文化和行政制度的创建来推动中国的行政发展,实现社会转型的目标,让中国的社会治理和社会发展从此进入到一个制度文明的新时代。With the deepening and progress of reform and opening up policy, especially the impact of globalization and informa-tion tide, Chinese social transition is speeding up. Thus has led to the fundamental transformation of social system, social structure and social formation. The series dramatic changes have brought about the unprecedented pressure and challenges to the public administration of China. Under the social transition, Chinese administration appears the char-acteristic of systematicness and interactivity with a lot of new supervision area and new administrative issues come into being. With the awakening and mature of Chinese citizenship as well as the increasing demand to participate and dis- cuss the public policies, the administration environment of China has become more and more complicated. The conven-tional administrative system is no longer able to meet the needs of contemporary social development. In this context, China＇s public administration needs to adapt the great tendency of social change to speed up its institutional reform by means of creating and establishing the significant new culture and new system in future administration so as to pro-mote the development and successful transition of Chinese society. Thereafter, China＇s social governance and social development will be able to enter into a bright new era of system civilization.
