摘　　要：本文指出绩效问责制度将是我国行政问责制度的重要发展趋势,剖析了当下我国在政府绩效评估与行政问责实践中存在的问题,提出建设绩效行政问责制度应从促进"两个融合"切入:促进政府绩效评估与问责制度的融合,促进外在控制与内在控制的融合,在此基础上构建完整统一的制度体系。Performance-based accountability will be a main trend of accountability institution. The paper analyses the problems in Chinese government performance assessment and accountability and makes some suggestions on how to develop per-formance-based accountability by accelerating ＂two integrations＂： one is the integration of government performance assessment and accountability; the other is the integration of external and internal control. And above all, we should further construct a complete institutional system.
