摘　　要：20世纪后期以来,人类社会呈现出高度复杂性的特征,既有的社会管理体制受到了严峻挑战,重新厘定政府社会管理职能作为一项时代课题被提上议程。中国政府在对社会复杂性政治生态认知的基础上,摒弃了西方发达国家所惯常采用的自由放任型或积极干预型的社会管理职能,创造性地将社会管理职能定位为"引导型"。区别于"主导型社会管理职能"的提法,引导型社会管理职能摆脱了控制性思维,在主体上归属于服务型政府。当前,这一职能尚处于实践形态,亟需得到理论确认。它的理性成长将直接推动社会管理创新,尤其是社会管理体制改革。Since the late 20th century,human society has a highly complex characteristic.The existing social management system is seriously challenged,and the redetermination of the government social management function as a contemporary issue is on the agenda.Based on cognitive social and political ecology,Chinese government has abandoned the laissez-faire or active intervention social management function, and created the Guide-oriented Government Social Management Function （GGSMF）.GGSMF is different from Control-oriented Function, and belongs to Service-oriented Govern-ment.Currently,this function is still in the form of practice,whose rational growth will play a role in the promotion of social management innovation,especially in the social management svstem reform.
