特大城市新兴大型聚居区规划转型--以重庆主城大型聚居区规划实践为例

摘　　要：居住是新区规划发展的重要功能之一,新区居住空间被作为有效实施城市总体规划、控制新区建设质量和提升人居环境的重要载体。重庆主城未来将发展为千万人口级的特大城市,为科学引导发展,开展了大型聚居区的规划探索规划系统化统筹、大型居住聚集区布局、人口与建设量调控、公共租赁住房布点、"工作坊"组织模式等理念和实践,为特大城市新兴大型聚居区规划发展提供借鉴。Inhabitation is one of the main functions of new district planning and development. Residential space therein is regarded as an important carrier in effectively carrying out the city master plan, ensuring construction quality of new districts, and creating better human settlements. As the urban area of Chongqing is to be developed into a mega- city with tens of millions of people, in order to carry out the scientific development, the municipal government implements new concepts and practices such as exploration and systematic coordination of the large-scale neighborhood planning, layout of the large-scale neighborhoods, population and construction quantity control, distribution of the public rental housing, ＂workshop＂ organizational modes, etc., in the hope of providing references for the planning and development of newly-emerging large-scale neighborhoods in mega-eities.
