摘　　要：我国政府部门已经把发展循环经济作为政府公共政策制定的重要方向。发展循环经济,除了治理公共环境污染外,推动企业进行绿色技术创新、实现绿色运营也是重要目标。成本问题是阻碍企业进行创新的重要因素之一。基于博弈论模型对循环经济下的企业策略选择进行分析,研究结果表明,政府支持与企业积极配合两者协调一致不仅可以推动循环经济可以得到最好发展,也是企业发展的最好策略选择,可以实现政府与企业发展目标的共赢。Government departments in China make the development of circular economy as an important direction of the government＇s public policy formulation. In addition to the governance of public environmental pollution, promoting green technology innovation and achieving green operation are also the important goal of the development of circular economy. The cost is one of the important factors that impede business innovation. Based on the model of game theory, the paper analyzes corporate strategy selection problem. The study results show that both government and corporate collaboration can not only promote the best development of recycling economy, but also is the best strategy for enterprises development choice. Devel- opment goals of government and enterprise can achieve win - win situation.
