摘　　要：国家公益性行业科研专项是我国实施的六个重大科研项目之一,具有明显的行业性、公益性、应急性、培育性、基础性等特点,对行业体系建设和科技研发能力提升具有十分重要的意义。近年来,随着行业专项项目数量和经费的逐步增加,建立和完善行业专项的管理模式在科研管理工作中的重要性日益凸显。针对目前行业科研专项的管理现状,从项目实施单位的角度对管理机制、过程管理、经费管理、绩效考评等方面进行探讨,提出可供参考的行业专项管理模式。Scientific Research in public interest （SRIPI）, one of the six major research projects in China, has a distinct feature of being industry based, public interested, emergency, nurturing and basic. SRIPI has a very important strategic significance in construction of industry system and enhancement of its R ＆ D capabilities. In recent years, with gradual in crease in numbers and total funding of SRIPI, establishing and perfecting the management model becomes increasingly im portant. The paper studies the current management practice of SRIPI form the perspective of project implementation units. It focus on management mechanism, process management, funds management, performance appraisal and puts forward a management model for reference.
